Reward now up to $30,000 leading to the ID and arrest responsible for death of Travis County Sgt. Craig Hutchinson

Texas Crime Stoppers, operating within the Office of the Governor’s Criminal Justice Division, has announced a cash reward of up to $15,000 for information leading to the identification and arrest of the person or persons responsible for the murder of Travis County Sheriff’s Deputy Sergeant Craig Hutchinson. The reward is being offered through the Officer of the Governor’s Fallen Hero Reward – Texas Remembers program launched in January 2016. Sergeant Hutchinson was killed early Monday morning at his Round Rock home.

“My deepest condolences go out to the Hutchinson family during this unimaginably difficult time,” said Governor Abbott. “The past few weeks have highlighted the incredible dangers our law enforcement officers face both on and off duty, and we must never forget the sacrifices they make in order to keep us safe. At this time, it is imperative that the authorities receive any and all information that will aid in bringing swift justice for Sergeant Hutchinson.”

Slain Travis sheriff sergeant had “distinguished career,” local law enforcement officials said. Travis County Sgt. Craig Hutchinson made a radio call that he had “prowlers in his yard” before he was found fatally wounded in his home’s backyard, said Travis County sheriff’s office spokeswoman Kristen Dark during an afternoon update into the deputy’s shooting death early Monday. Hutchinson’s shift had ended at 1 a.m. Monday but he went back on duty when he made the radio call at 1:22 a.m., so the sheriff’s office considers Hutchinson to have been killed while on duty, Dark said.

Hutchinson, who had been with the sheriff’s office since 1984, started his career as a Travis County corrections officer, then spent time in the department as a patrol deputy, criminal investigator, a training academy instructor, a detective and ultimately a patrol sergeant, Dark said. He was set to retire in September.

“He had quite a distinguished career with our agency,” Dark said. “He has … taught many, many, many of the men and women that work for our agency. … He has a litany of awards to his credit and commendations from other law enforcement agencies. He also has all kinds of letters of appreciation that came from the community that he worked with.”

Hutchinson is survived by his wife, two biological children, three step-children, two grandchildren and his mother, Dark said.

Round Rock police are asking anyone with information about the incident to call them at 512-671-2767.

The U.S. Marshals Service is offering a $10,000 reward, and a Lakeway municipal judge is offering an additional $5,000 for information that leads to the arrest of the person or people responsible for Hutchinson’s killing.

The Round Rock Police Department is leading the joint investigation with the sheriff’s office, the Texas Department of Public Safety and the Texas Rangers, said Round Rock police Lt. Andy McKinney.

2 p.m. update: Kevin Madison, presiding judge of the Lakeway Municipal Court, and his wife, Shirley, are offering a $5,000 reward for information leading to the arrest of suspects in the shooting death of Travis County sheriff’s deputy Sgt. Craig Hutchinson.

Madison said he has served with the court for around 18 years, but worked for the sheriff’s office for two years in the 1980s after attending law school.

“I loved the guys and gals that worked there and have great respect for Sheriff Hamilton,” he said.

Madison said he hopes the reward will encourage others to add to the pot and increase the incentive for someone to come forward.

“What a senseless, tragic, unnecessary loss,” he said. “A loss of a life over a lawnmower or some tools is just unbelievable. Instead of running away they shoot this poor deputy. Someone is going to know who these two guys are.”

7:25 a.m. update: Authorities have identified the Travis County sheriff’s deputy who was killed early Monday as Sgt. Craig Hutchinson, a veteran officer of 32 years who was set to retire in September.

Travis County Sheriff Greg Hamilton said Hutchinson called in on the radio that people were running out of the backyard of his home in southwest Round Rock around 1:22 a.m. Hamilton said officers arrived to find the deputy shot in the yard about 10 minutes after the call.

The sheriff said the shooting appears to be part of a robbery and that investigators so far do not think the incident was an ambush or a targeted attack. He said there was no word on any suspects but that the area had seen other burglaries recently.

Hamilton reflected on the life of the deputy, noting that Hutchinson was his field training officer.

“He taught me everything I know,” he said. “This guy was a big teddy bear.”

Hamilton later recalled how when he started at the sheriff’s office in 1985, “I worked in the jail with him. He went out on patrol before I did,” Hamilton said. “He was my field training officer, so this is very near and dear to me.”

Hamilton said Hutchinson, known within the agency as Hutch, was loved by everyone.

“He was about 6-foot-4 and weighed about 275 but he was a gentle bear… I loved that guy to death.”

The investigation is expected to span much of the day.

Residents in the area near Oak Meadow Drive and East Messick Loop say they’re shocked this happened here.

Gary Thompson lives just around the corner from where Hutchinson was gunned down.

He said he has lived in the neighborhood for around 25 years, and frequently saw Hutchinson either in his yard or passing by.

He said he would always wave and constantly seemed cheerful and friendly.

“I think everybody liked him,” he said. “He was a great guy.”

Charles Millard said Hutchinson was one of several law enforcement officers in the area.

He said at least four lived a short distance from his home, a couple of blocks away from the scene of the shooting, and that he was surprised anything like this could happen in the area.

6:50 a.m. update: A Travis County sheriff’s deputy who was shot in his home in Round Rock early Monday has died at a local hospital, according to the Travis County Sheriff’s Association president.

Austin police says their officers and Round Rock police are temporarily shutting down the southbound lanes of Interstate 35 as the body of the deputy is escorted from a hospital in Round Rock to the Travis County medical examiner’s office on 15th Street in Austin.

6:35 a.m. update: Law enforcement officers from multiple Central Texas agencies are responding to reports of an officer down in Round Rock.

Authorities at the scene said police received reports of the incident around 1:20 a.m. near Oak Meadow Drive and East Messick Loop.

A spokesman for the Travis County Sheriff’s Office confirmed the officer down around 6 a.m., but declined further comment.

Authorities will brief reporters shortly to discuss the specifics of the incident.

Dozens of police vehicles have filled the residential neighborhood off McNeil Road where the incident took place. Several officers in the area are wearing tactical gear and many have rifles.

McNeil has been completely shut down while authorities investigate.

Earlier: A Travis County sheriff’s deputy was shot in his home in Round Rock early Monday and authorities are searching for two suspects.

Round Rock police are telling neighbors to stay inside their homes while multiple law enforcement agencies investigate.

The home is near Messick Loop and McNeil Road in the Cimmaron neighborhood in southwest Round Rock. Morning commuters are being encouraged to avoid the area.

Austin police Chief Art Acevedo asked the public via Twitter to “please keep our Travis County Sheriff’s family in your thoughts and prayers. Sad, troubling time we live in. Austin police stands with our friends.”

The $15,000 reward from the Office of the Governor is in addition to a $10,000 reward offered by the U.S. Marshals Service and a $5,000 award offered by Lakeway municipal Judge Kevin Madison, bringing the total award amount to as much as $30,000 for information leading to the arrest of the assailant or assailants in Sergeant Hutchinson’s murder.

Texas Crime Stoppers is a program within the Office of the Governor under the Criminal Justice Division that encourages, supports and fosters the development of local crime stoppers organizations as a way to prevent crime.

Attorney General Ken Paxton released the following statement today after his office filed a reply brief in its lawsuit seeking a nationwide preliminary injunction against the U.S. Department of Education, U.S. Department of Justice, and other federal agencies and officials. Texas is leading a 13-state coalition against the Obama Administration’s directive requiring public schools and employers across the country to open up all intimate areas (restrooms, locker rooms, etc.) to both sexes.

Southlake Police Officers Receive Special Gift

This is a story that will warm your heart and will hopefully be shared again and again. Continue reading to hear about the mission of a girl named Liza. (Pronounced Lisa)
The men and women of the Southlake Police Department were privileged and honored to meet Liza Viera on Tuesday. Liza is a college sophomore with plans to major in criminal justice at Sam Houston University.
Liza, her mom Michelle and brother Landon, stopped by the station this afternoon with one purpose in mind. Liza is on a mission. A mission to “Back the Blue”, one officer, one police department at a time.

She gave a Saint Michael medal to each one of our officers. In the Catholic faith, Saint Michael provides protection to believers. He is also known as the patron saint of soldiers and police officers.
These Saint Michael’s medals are very special, not only because they have been blessed by the priest at Christ The Good Shepherd Church in Spring, Texas, where Liza is from, but because they came from Liza. A young girl who wanted to make a difference in the lives of law enforcement impacted by the recent fatal shootings of police officers here at home and across the country.
IMG_3590Liza started with 20 Saint Michael medals blessed by the priest, and within less than 24 hours they had all been given to police officers. She set out to raise more money for more Saint Michael medals and friends and family were all too eager to help. She just ordered another 4,000 bringing her total to 8,000 blessed Saint Michael medals to give to police officers.
The men and women of the Southlake Police Department are deeply moved by Liza’s simple act of love and compassion. Our hearts are filled with joy and the words “Thank you Liza” do  IMG_3592not seem adequate enough; but know from the bottom of our hearts we do “Thank you” and we will never forget your act of kindness. We will carry our Saint Michael medals with us as we serve and protect the great citizens of Southlake.

Colleyville City Council Votes to Include Term Limits in November General Election Amendments to City Charter.

Colleyville, Texas……….August 22, 2016

Five of the Seven current Colleyville City Council Members voted at the Tuesday Colleyville City Council have done just that!  The vote of Council was to pass along to the Citizens of Colleyville, in the form of a Charter Amendment during the November General Election,  the option to limit Council members and the Mayor to two consecutive terms, or to a limit of 4 terms if a Council Member, in turn runs for Mayor at the end of two terms.

The term limits are not a moratorium from ever running for the city elected position again, but any member serving two consecutive terms (or 4 if moving from council to Mayor) must lay out at LEAST ONE TERM before running for office again!

The 10 Member Citizens Charter Revision Committee, chaired by Attorney and Former City Council Member, Frank Carroll, were task with the effort of looking at the Colleyville Charter and making recommendations to City Council, including an objective review and legal issues of Term Limits.   The citizens met in July and past their recommendations along to City Council in an early August Council work session.  The Report in PDF, in the entirety is listed here: CCC Review Committee (002).
The report was agreed to in a unanimous of the attending Charter Committee.

Two votes were required of City Council, 1.) a vote to accept the Recommendation of the Charter Committee and 2.) a vote to put the recommended amendments on the November General Election Ballot.

First , City Council, Councilman Bobby Lindamood moved to accept the report and was seconded by Councilperson Nancy Coplen.  The vote passed on a 6 to 1 vote with long serving Councilman Mike Taylor recording the only NO vote.  Taylor stated the last city council election did not turn out the way he would have liked and that it simply proved there was no need for Term Limits.  He further stated that he had told his “supporters” that he was not going to run for re-election anyway; “I’ll be 65 and it’s time to retire,” stated Taylor who has served for 11 years since 1998.  However, upon principle he was voting NO on the Recommendations of the Charter Committee.

Secondarily, the motion to put the amendments on the November Ballot was addressed by Taylor again, that “although he was against the proposition, he would not vote NO to allow voters a chance to decide.”  Councilman Jody Short, who is the only member of Council who objected to the motion because of the structure of the amendments on the ballot.  Short, also said that the Committee did not consider all option, for example the group did not discuss doing “nothing.”  Short said that since he could not get any change he would be forced to vote no to putting the question on the November Ballot.

The following is the language that will appear on the November ballot in 5 Propositions;

Proposition No. 1

Amend the Colleyville City Charter by adding Section 3.01A, Limitations on Terms to provide that no person shall serve as Mayor for more than two (2) consecutive elected terms, and no person shall serve as a Council Member for more than two (2) consecutive elected terms. Under no circumstances may any person ever serve for more than twelve (12) consecutive years in combination as a Council Member or Mayor. The amendment shall be effective, at the next municipal election, shall apply to all persons currently occupying the Office of Mayor or Council Member, and shall apply to all municipal elections conducted after the date of adoption; provided however that this amendment will not cause a Council Members’ current term to be terminated prior to the completion of their elected term.

Amend Section 3.09(c) to allow for electronic voting by City Council and to provide that voting on nominations to City Boards, Committees, and Commissions do not require a roll call vote.

Change Section 7.05 to provide that the appointment of the Director of Public Works will require the approval of the City Council. Section 7.06 which provides that there shall be a Department of Finance headed by the City Manager or his appointee by adding the words with the approval of the City Council, for an indefinite term.

To amend Section 14.02 “Personal Financial Interest” by adding the underlined words shown below:

(F) Citizen Complaints. Any citizen of the City may file with the City Secretary a statement of suspected conflict of interest. Such statement of suspected conflict of interest shall be filed within fifteen (15) days of the decision, or vote, or if another event giving rise to an asserted violation of paragraph C above, within fifteen (15) days of when the citizen knew or reasonably should have known of the asserted violation, and shall describe the complained of conflict in reasonable detail. The City Council, or its designee, shall respond in writing to a timely filed statement of suspected conflict of interest, and the statement of suspected conflict of interest and response of the City Council shall be maintained in the public records of the City.

To amend Section 14.02 “Personal Financial Interest” by adding subsection (K) as set forth below:
(K) Financial Disclosure and Business Conflict of Interest Forms shall be provided by candidates for Mayor and City Council and by applicants seeking appointments to the Planning and Zoning Commission or the Zoning Board of Adjustment, and shall file such forms within two (2) business days following the end of the candidate filing period, or if for appointment, within two (2) business days following the end of the application period stated in the official City advertisement for application for the position. The City Manager and the City Manager’s senior staff members (including any staff member who is appointed with City Council approval) shall also file the same within thirty (30) days of hiring. All person(s), as outlined above, shall have a duty to file supplemental disclosures annually and within five (5) business days of an occurrence of any change in the information reflected in the forms previously filed by the individual. These forms shall include the following information:

(i) The location, size, and current use of all property owned within the portion of Dallas, Denton and Tarrant County north of Interstate 30 and east of Interstate 35W, and that portion of Denton County south of State Highway 114 and east of Interstate 35W, or held in trust by the person(s), as outlined above, their spouse, and any dependent minor children, or any business entity in which the person has a financial interest.

(ii) The name and address of any person or corporation which currently has or during the preceding twelve (12) months has had a contractual relationship with the City and from which the person(s), as outlined above, their spouse, or dependent minor children have received a fee, salary, or gift of value exceeding one hundred dollars ($100.00).

(iii) The name and address of any corporation or business, which currently has or in the preceding twelve (12) months has had a contractual relationship with the City, of which the person(s), as outlined above, their spouse, or any dependent minor children own more than two percent (2%) of the outstanding equity interest or more than two percent (2%) of the assets.

To amend Section 14.02 “Personal Financial Interest” by adding subsection (L) as set forth below:

Colleyville Citizens Get Their Opportunity to VOTE on TERM LIMITS locally…an Editorial by Nelson Thibodeaux

A favorite quote of mine is former Democrat Speaker Tip O’Neill ‘s most famous;  “All Politics are Local.”  Which raises the question if the confidence in Congress is at an all time low, why do we keep sending the same local career politicians back to Washington, or in fact to local city councils; where they have become entrenched and out of touch?

One of those who went to Washington and made the “Contract with America,” Newt Gingrich is my favorite spokesman why there needs to be term limits at all levels, “The long experiment with professional politicians and professional government is over, and it failed,” Newt Gingrich.

At the recent Colleyville City Council meeting, where a 6 to 1 vote accepted the recommendation of the Citizens Charter Committee to include Term Limits in the November General Election.  The ONE vote Against you may ask?  Why perpetual local politician and pundit, Councilman Mike Taylor.  Many feel, on a local level, Taylor should be the Poster Boy for Term Limits.

After the facts of the 2015 City Council election, in which Taylor was elected by a slim margin over newcomer Bobby Lindamood, many expressed their desire to have a “do over vote,” after the election was tainted by personal allegations against Taylor’s opponent.

The following election, however, when verified information was released concerning Taylor and a Judicial candidate, the voters spoke clearly,  in the May 2016 election Taylor’s 2015 opponent was elected defeating Chuck Mogged with a winning margin of more than 62% in a huge turnout.

Taylor stated at the recent council meeting, “I didn’t like the outcome but the voters spoke.”

Taylor prefaced his vote against the Citizen Charter Recommendations by saying he has told his “supporters,” that he did not intend to run for office again regardless of the outcome of the citizen’s vote.”  Everyone that knows Taylor raise your hand, if you believe that statement is of fact….seeing no hands we will move on to the next subject.

The November vote is not about Taylor, that is unless the voters would like a do over, because the term limit approval would mean in fact that Taylor would have to lay out, after 2018, for at least one full term before he could run for council again and at least one year before he could run for Mayor (his long term itch he wants to scratch).  This would  likely be a run against Mayor Newton, where he previously finished third in a 3 man race that involved Newton.

Taylor argued that the ultimate term limit is that elections are held where change can be made.  However, this is the battle cry of entrenched incumbents.  There is always a disadvantage for a newcomer to run against an incumbent.  At the local level as well as the national level, there is name recognition and manipulations available to the incumbent not available to the challenger.  The only way a level playing field can be established at ANY level is Term Limits!

Colleyville has an educated populace, with many leaders in our community that could serve and provide diversity and leadership on city council.  If a local politico is so special the public wants that person back in office, then he/she can run again, after waiting out a term and for the most part being on equal footing with an opponent.

Also recommended by the Charter Committee was an expanded financial disclosure process that includes Planning and Zoning Commissioners and well as members of the Zoning Board of Adjustment.  Expanding the effort for full disclosure, the City Manager as well as those answering directly to her will be required to make full financial disclosures.

Without the changes in the May 2016 City Election these advancements would likely have never been offered for voters to consider.  Imagine the newly elected majority of Mayor Newton, Councilman Lindamood, Councilperson Nakamura, as well as Mayor Pro Tem Chris Putnam, and Councilperson Coplen all voting for both Term Limits and to allow the voters of Colleyville the opportunity to make that ultimate decision.

The newly elected council has shown significant progress in fulfilling  promises of transparency, more citizen input and most of all the willingness to practice what they preach!

The 2016 elected members ALL voted for term limits of which will be initiated immediately and will,in turn,impact them.  Now that is a sign of change at the top in Colleyville Government!
